Their the exact same engine, no difference.
They can be ordered through the regular way which is the parts counter or through the D.C. program.
The only difference is that you would get the engine harness with the one from the regular parts counter.
It could even be possible that these were meant for the assembly line itself and not even from Mopar parts. By the way the 170, (D170/C170), engines are all painted yellow no matter how you order it.
The "C" designation just stands for "crate".

Never said he was taking the twinscrews off of the engines, just that he also has the twinscrews as well.
The reason that he is selling them without fuel rails and injectors is that unless you have a 170 you can't really use them, especially the injectors, since they are custom made bosch injectors that require the voltage stabilizer that is in your D170 beside your fuel pump controllers to work properly.
